Global IT Purchasing & Finance Manager

SUMMARY:

Our client is seeking a qualified candidate to fulfill the role of Manager, IT Global Purchasing & Finance. This role is responsible for ensuring that financial and personnel resources are optimized for procurement of all hardware, software, and services aligned with strategies set by IT leadership.

The Manager, IT Global Purchasing & Finance will leverage existing Company processes and tools, and create new ones where necessary, to effect global purchasing strategies. This role will focus on overall IT purchasing and related financial management performance tracking activities.

JOB FUNCTIONS:  Primary job functions include, but are not limited to the following;
  • Working closely with global IT leadership to understand annual work group strategies and potential impact on IT purchasing strategies.
  • Leverage and expand corporate IT purchasing standard practices and polices across regional IT entities.
  • Identifying high priority, high-yielding purchasing focus areas.
  • Maintain existing outsourced purchasing duties, and implement new ones where necessary.
  • Establishing IT procurement objectives, deadlines, efforts to achieve.
  • Ensure vendor billing accuracy, timeliness; provide exception management direction and oversight.
  • Oversee and direct required IT accrual and expense amortization activities.
  • Identify and facilitate negotiation best practices training for IT managers.
  • Work closely with accounting and finance to align with Company and regulatory requirements involving IT purchasing activities.
  • Work closely in collaboration with IT leadership to support annual draft budget inputs; existing and changes to expense plans.
  • Prepare variance analysis of budget to actual incorporating objective financial analysis and outlook estimation.
  • Overseeing vendor approval on-boarding processes and renewals.
  • Analyze IT vendor contract renewals to verify optimization of purchasing and impact on IT costs/benefits (service levels vs spend).

REQUIREMENTS & EXPERIENCE:
  • Minimum seven years of direct IT purchasing and sourcing management.
  • Minimum five years of IT department budget financial planning and performance reporting or similar departmental duties.
  • Cost baseline development including a solid understanding of total costs associated with IT procurement along with the ability to identify and negotiate based on total cost required.
  • Ability to create clear project plans, tasks to achieve, deadlines, assigned ownership, and effective risks/issues management skills.
  • Ability and experience creating budgets, and budget performance reporting; plan vs. actual vs. outlook with delta analysis and categorization.
  • Experience with IT specific vendor agreements, nomenclature, terms, and conditions.
  • Experience working with matrix-based teams of various sizes across geographical boundaries.
  • Exceptional oral and written communication skills.
  • Ability to travel up to 25%; domestic and international.

EDUCATION / KNOWLEDGE:
  • Bachelor’ s or Master’ s degree with focus in finance, IT, or procurement required.
  • Certificate in purchasing desired from one or more of the following; Certified Purchasing Professional (CPP), Certified Professional Supply Manager (CPSM), Certified Professional Purchasing Manager (CPPM) Certified Professional Purchasing Consultant (CPPC), Senior Professional in Supply Management (SPSM).
  • Highly proficient in Microsoft Excel required.
  • Highly motivated and driver of results.
  • Demonstrated analytical and critical thinking skills.
  • High attention to detail.
  • Leadership, management training or certification a plus.
